My company installed wiring for a new pool. The homeowner complained of a tingling sensation when they grabbed the handrails to get out of the pool. We investigated and found about 4 volts from the pool water to the hand rail which was bonded. After extensive investigation including a new nuetral wire from public service, we could not find the source. We still had voltage even when the main panel was shut off. I suggested changing all the metal handrails to fiberglass. This cured the problem in the pool but we never found the source of the voltage. Jim Bevan
