I am a Foreman in the line dept. for a IOU, 38 years on the job. Unfortunately this kind of practice is far too common. Many home owners will back-feed through a dryer receptacle during a power outage without realizing the deadly consequences they are imposing upon themselves and the unsuspecting lineman. Lineman take precautions to avoid energization of the line transformer by uneducated neophytes, but the neighbor a mile down the road may not be as lucky if a downed conductor is in his hand at the moment of generation.
