I hate to say this but from a manufacturer's point out local West Michigan PA 230 of 1972 "enforcing agency" (AHJ's) should be charged with "honest services" Fraud by the U.S. Attorney's office and investigated by the FBI.

Any one believe that NEC voluntary rules for NRTL approval denies mandatory 29 CFR 1910.399(3) ".. custom-made equipment or related installations." being "Acceptable" and "Approved" by the Assistant Secretary of Labor option is not ok ?
I liked Mike's "ground rod" article very few installers check for compliance.
