First Energy requires that a current transformer cabinet or meter switch upstream of the service switch be grounded and bonded using an equipment grounding conductor that originates at the service switch and then goes back through the service conduti(s) to the CT cabinet and meter switch. This is to reduce possible tingle voltages on the CT cabinet or meter switch and so that the meter socket can have a dedicated ground rod without having objectionable currents.
Bonding a socket for a self contained meter to the neutral is still allowed because usually there is not a whole lot of current involved compared to say an 800 amp service.
